I have it built as having 2xp at base because steady-handed is integral, but if you want to take it with 0xp, you could just do ITTOI or wait until you have xp to get it. You'd have a pretty rough first scenario though.

Key strat is to use katana and steady handed to get the big damage. There are a couple of cards that make the katana's agility based (iajutsu) attack viable (wolf mask, inquiring minds, most notably defensive stance after upgrading to it), but only really matters if you botch all the attack rolls prior and don't exhaust it already. And sometimes it's helpful to have it be a free action.

Dr. Milan and fieldwork are to help with getting clues since fieldwork might otherwise make getting the katana to fire a little tricker. Killing is also of course a good way to get clues. Guided by Faith also helps with clues and feeds into bless tokens which is the other thematic part of the deck; using ofuda and the ancestral token to play up the Yankee Samurai aesthetic. Plus being able to ignore aloof has its uses.

Steady handed also synergizes with the katana to heal horror, but the mirror adds additional healing while hand of fate blocks damage.

Using shortcut instead of pathfinder because you want to drag enemies on top of clues if you need to as opposed to moving when unengaged.

Upgraded bandolier lets you dual wield katana like musashi miyamoto and potentially do huge damage in a turn. Especially after you get galvanize.

Upgrading vicious blow to strong armed lets you fish for tokens (as does analysis) to try and make sure the katana fires.
