This is the official Starter Deck from Fantasy Flight Games. The provided basic weakness is included. The Headers and content are copied directly from the insert of the pack. Links for easier understanding were done by me.
Winifred Habbamock Starter Deck
Wini is a versatile rogue and risk-taker who excels at going "all-in" on important skill tests. Her ability allows her to over-commit to a skill test to ensure she succeeds, while still maintaining a steady stream of cards in her hand to commit to future tests.
Wini's deck also contains many cards that grant secondary effects (or avoid mishap) when you succeed by a certain amount. When playing as Wini, you must know no fear. You can (and should) commit 2 or even 3 cards to a skill test if you have effects you wish to trigger by over-succeeding. this includes the bonus resource from you Mauser C96, the bonus damage from your Switchblade, or the card draw from Lucky Cigarette Case. These bonuses, coupled with Wini's ability, usually offset the cost of committing more than 1 card. In fact, it's often a waste to commit only 1 card to a test when playing as Wini. Go big or go home!
With her decent combat and intellect values, Wini can both fight and investigate fairly well. However, she also has many cards that allow her to take advantage of her exceptional agility, such as Lockpicks, Cheap Shot, Slip Away, and Pilfer. Use these cards to succeed at important tests when you can't afford to simply commit tons of cards.
Wini's low willpower is her most trying burden. If you start taking lots of damage and horror, use your Leather Jacket to soak the damage, Lonnie Ritter to soak the horror, and use Lonnie's ability to heal both.
Upgrading Winifred Habbamock
The upgrades included in this starter deck are designed to expand on Wini's versatility in a number of ways. If you find yourself (or your party) lacking in combat ability, upgrade to your Mauser C96 (level 2), or purchase the powerful Beretta M1918 (level 4). You may also want to eventually pick up Sharpshooter (level 3) if you wish to go all-in on a Firearm strategy, since it allows you to use your 5 agility instead of your 3 combat when using any of these guns. In most cases, you'll want the higher level weapons first, supplementing them with Sharpshooter later.
Alternatively, you could lean into a more event-heavy strategy by purchasing the higher level Tactic and Trick events that take advantage of Wini's agility: Cheap Shot (level 2), Slip Away (level 2), Backstab (level 3), and Pilfer (level 3). Should you adopt such a strategy, Chuck Fergus (level 5) empowers all of these events, and makes for an excellent final purchase.
Aside from these upgrade routes, there are many other cards included in this starter deck that will improve Wini's all-around capabilities. Upgrade to Daring Maneuver (level 2) to trigger various "succeed by X" abilities more often, including your Lucky Cigarette Case (level 3). The powerful Copycat (level 3) skill not only triggers Wini's ability by itself, but also allows you to commit powerful skills played by other investigators.
