Attempting to maximise the icons Minh can throw down.
Scavenging should be used to get back Strange Solution and Rabbit's Foot, neither of which is intended to be played.
First upgrade should be Higher Education to help dump resources because you can't always Fire Axe things! Next would be Cryptic Research, Deduction, maybe Magnifying Glass
