With the onset of hemlock vale, Zoey got a lot of cool toys that directly boost her archetype of blessed warrior.

While the claim of being the strongest figther may be bold, Zoey has everything a strong figther strive for; consistency, lot of damage potential, insane tempo and soaking ability, fast upgrades that lead to early power spike in the campaign, highest capstone (assuming no xp limitation), best elder sign in the game for fighters.

Her ability enables her to run only "offensive" cards in her deck, and fuels all her economy problem. The only "weakness" of her deck is Smite the Wicked, which may be terrible in certain scenarios, but as the original front Zoey Samaras has one more sanity/hp than the normal, she may afford to take one trauma or two. If you were ever afraid of trying out Zoey because of her weakness, I'd recommend going for her now.

The first scenario however, while she's not the best, she's "solid" all around. The mystic off-class access helps a lot, giving her an efficient way through Spectral Razor to deal with ennemies if you get unlucky in the mulligan (no Machete or Enchanted Blade) and flexible soak (Deny Existence).

The addition of the Wolf Mask is amazing for her. +2 fight on the spot will give her the ability to go at a minimal skill test value of 7 assuming she has a weapon in play (and easily more if you commit, or have other boosts, like the Ace of Swords or Grete Wagner in play). Strong-Armed are literally Vicious Blow that make you dodge an autofail token, then you add Vicious Blow to the mix and you can possibly get five damage in one action to go through a boss monster even the first scenario in the campaign.

As she needs no resource cards because of her ability, you may go all in draw option guardian has. Glory, Overpower, Daring offers a prime consistency and reliable way to deal with 4 difficulty fight test, even through hard difficulty. Guts offer decent protection against the mythos if you don't have Deny Existence, for even more draw. Second Wind offers a cheap way to mitigate the initial trauma from In the Thick of It and will mostly cost you one resource and one action for that (with the side benefit of thining your deck). Taunt once upgraded also makes you draw, and just in case, you may also get Stick to the Plan as a luxury upgrade to thin more and more your deck to get access to your true and only future weapon...

The upgraded Blessed Blade, is no contest now the best weapon in the game. Cheap (3r), one handed, consistent +1 damage with +2 tag, infinite bless generation AND, you don't consume the blesses during your fight action. It's also the only one upgrade where you don't feel bad to have two copies off, since you can play the second copy to get more blesses to the bag, which led to...

The fact that Zoey has now acess to the survivor Ancient Covenant. It means if you ever get 9 xp the first scenario, you may get both Blessed Blade and that permanent. And once you do, you'll be completely able to bypass the chaos bag consistently once per turn, with the amount of blesses you'll put in the bag.

Down the rabbit hole will give you the opportunity to fast and powerful additions, such as Vicious Blow, Taunt (cost one xp per scenario if you upgrade one copy twice from the lvl 2 Taunt version), Second Wind, Overpower. You even upgrade one of your Enchanted Blade if you get too many traumas from your Smite the Wicked. The deck has enough targets so you'll get full value from Down the Rabbit Hole

Alongside those "free" upgrades, I'd recommend you to spare 5 xp to get The Key of Solomon and Nephthys, which are extremely strong paired with blessed blade infinite engine (I'd recommand you to cut one copy of Enchanted Blade and one Grete Wagner if you don't plan to get Charisma). Bandolier in the og list is there to make the upgrade into the The Key of Solomon less painfull, but if you have too much xp, you may even grab the Occult Reliquary.

Strong other options is always to get Observed for more trauma removal, xp, and other card advantage, and Stick to the Plan alongside Ever Vigilant if you ever get more than ten xp in one scenario.

Zoey is the only investigator in the game that has the deckbuilding option to go for such a powerfull list, with an amazing ability to boot. The downside of the bless archetype is often its pricey nature. Not anymore with Blessed Blade and Zoey Samaras

I don't understand how you want to get "The Key of Solomon" if it's 4XP Mystic card and Zoey can only have 5x level 0 cards from other classes
