Investigate using Newspaper then drop clues using Captivating Discovery, Forewarned, Analysis, or Quick Study and get actions back using Press Pass, then use Research Notes to get the clues back (or use Newspaper instead to save up on Research Notes for locations with higher shrouds or more clues), use The Raven Quill to ready both Press Pass and drop as little as possible clues and investigate normally.
